A six-year-old boy has died in a fall from the eighth floor of a block of flats in Leeds.
Liam Shackleton fell from the nine-storey building in the Lindsey Mount area of the city just after 1700 BST on Tuesday, police said.
He was taken to Leeds General Infirmary where he was pronounced dead.
Two men aged 36 and 57 and a woman aged 28 have been arrested on suspicion of child neglect. A girl, 16, is also being held in connection with the fall.
Jane Warden, who was walking her dog when the youngster fell, said: "His mum was there, she was knelt at the side of him, and she said 'he's not breathing'.
"I just can't get the vision of the little boy out my head."
A neighbour who lives on the same floor but wanted to remain anonymous said: "It's awful, it's something that shouldn't have happened. It just doesn't bear thinking about.
"Children shouldn't be living that high up. It's just one of those tragic things."
One tribute left at the scene said: "Sweet dreams little one, love Jennifer, Paula and Mike".
Another card was written to a "very brave and well-behaved little boy".
